No HDMI signal after installing

Just installed one of these for a friend.

No HDMI signal, tried multiple displays and capture cards.
The HDMI cable works fine on another device.
I get composite video and sound.
I see the Wi-Fi access point generated by the DCHDMI WNIC.
Multimeter has confirmed continuity between each pad on the ribbon cable and each pin on the ICs.
Multimeter has confirmed there are no shorts between any leg on the ICs.
I've done the blind 1080p menu navigation.
I've done the 'hold down while booting' step.
The insulating sticker is installed
OPT pad is not connected.
Two reflows have been attempted with no change.

Edit:

I've gone over every single trace on the ribbon cable and found that the ribbon cable itself was the problem the whole time. The three pads connecting the VCLK, HSYNC, and VSYNC pins did not have continuity to the resister array RN4.

This wouldn't be a problem, as the ribbon cable is only 18 dollars. However, since the ribbon's out of stock, the only way to get a replacement is to buy an entire kit.

Instead, I tried soldering wires on to replace the traces but that only caused the pads on the cable to lift.

I'm exhausted, my friend's out a ton of money, and I'm about to buy one of these things myself just to take accountability.
