GCdual not working

Hello, I purchased a GCdual off of Castlemania games and installed it 2 weeks ago and could not use it cause I was waiting for my RGB cables to arrive.
During the install I followed everything perfectly and checked continuity and everything was perfect. But I can't get a RGB signal from neither the Multi-Out or the mini HDMI out.
The RGB jumper is set to C-Sync out of the AV out. And JP2 is shorted. After realizing it's not working I went in and reflowed every joint to make sure they were getting a good connection.
Again checking continuity, all good. The only thing I could get out of the mod board was power out of the HDMI, the only reason I know this because the power LED from the controller port board lit up while having everything unplugged but the HDMI port, the front controller board and main board.
Please help. Thank you for your time!

If it does not light, then confirm the board is getting power, there are pinouts of the QSB, verify power on there first. SOunds like maybe a short to 3.3v rail. Does the gamecube even turn on or stay on?

Dan, Thank you for your time. I seriously appreciate it. I got the FPGA to boot. My 3.3 line was not properly soldered. It’s working great now. Thank you!
