DCHDMI OSD Only Works in Cable Select Mode?

On one of my Dreamcasts, I can only access the OSD/GUI when in cable select mode? I can switch to VGA mode and everything works as it should... lovely crisp 1080P image..

However, 90% of the time I can't access the OSD/GUI in VGA mode. Occasionally, when I can bring the OSD/GUI in VGA mode, it's REALLY unresponsive and unusable.

No big deal having to hold the D Pad down when I want to use the OSD/GUI (or play a non-VGA game), but would like to figure out what is going on if possible?

Make sure the Wifi credentials are correct, at bootup the OSD cannot be opened up until the wifi fails or connects.
